Mr. İhsan ÖVÜT was born in Malatya/Türkiye in 1966 and completed primary, secondary, and high
school education in his hometown. In 1985, he started to study in the Department of International
Relations of the Faculty of Political Sciences of Ankara University, completed the BSc International
Relations program, and graduated from the college in 1989. Then, he began to work at the Turkish
Standards Institution (TSE) at the Department of Bilateral and Multilateral Agreements on 26 August
1991. During his term of office under this Department for 9 years, he followed standardization activities
of various international organizations and conducted the meetings of these organizations in Türkiye.
Furthermore, he was actively involved in managing bilateral cooperation between TSE and national
bodies of relevant countries and in organizing official visits.
On 24 January 2000, he was appointed as the Director of Agreements and Foreign Relations
Directorate, and during his term, he conducted and supervised all international agreements of the TSE,
visits of foreign delegates, relations with Turkic Republics, Islamic Countries as well as TSE Foreign
Representation Offices. As he was the head of foreign relations, he carried out all correspondence of
TSE with ISO and relevant organizations at both technical and administrative levels.
Following his successful tenure as the Director of several Directorates between 2000 and 2011, he was
appointed as the Head of the Training Department of the TSE which was formed in 2012. He worked
hard to improve the existing infrastructure by amending the regulation framework and preparing all
relevant guides for a centralized system. While assuming his duties as the Head of the Training
Department until 14 December 2014, he was elected Secretary General of the Standards and
Metrology Institute for Islamic Countries (SMIIC) in the 7
th SMIIC General Assembly Meeting held on 19
November 2014.
İhsan ÖVÜT officially assumed the role of Secretary General of SMIIC on 15 December 2014, he was
unanimously re-elected for the 2025-2027. He continues to serve actively as the Secretary General,
demonstrating steadfast leadership and commitment to the organization's mission.
Throughout his career in TSE and SMIIC, Mr. İhsan ÖVÜT organized several regional/international
meetings, drafted and signed cooperation agreements, took part in official international visits, and
delivered presentations in various events as the head of delegations, session speaker or keynote
speaker; besides, he made major contributions to the preparation process of SMIIC Statute under the
Organization of Islamic Cooperation (OIC) and has led the development of OIC/SMIIC standards and
also carried out projects in ECO-Region and Eurasia Region. During his term in SMIIC and under his
leadership, various projects and tasks have been successfully accomplished including the restructuring
of the Institute, revision of all internal regulations along with the founding Statute, formation of the halal
conformity assessment system, OIC Global Halal Quality Infrastructure, improving technical
infrastructure of SMIIC as well as making SMIIC Technical Committees more active and more
professional. His approach to SMIIC relies on institutionalization of professional administration of SMIIC
on both technical/administrative and he is working intensively to accomplish this goal.

Florian Sengstschmid, holds a degree in tourism and sociology and has worked in almost every field within the tourism sector over the past 30 years. He started his professional career within the private sector, initially as an incoming and incentive operator in Austria before working for an international luxury brand 5 stars-hotel as its sales and marketing director.
In 1999 he joined the Austrian National Tourist Board as their regional director for Russia and CIS countries. Whilst in Moscow he also worked as a Commercial Attaché at the Austrian Embassy.
In 2003 he returned to Vienna, joining the headquarters of the Austrian National Tourist Board to oversee the international markets and partner management system.

He supported a wide range of countries - Estonia, Greece, Vietnam, Bhutan, Hungary, Lithuania, Georgia among others. This led him to oversee an EU Twinning project between Austria and Azerbaijan to strengthen the latter’s tourism industry. Mustafa Erguven was born in 1982 in Cyprus. He began his university education in the field of maritime studies and graduated from a maritime faculty as a merchant navy officer. Following his role as chief of staff in the Prime Ministry, he began working as the deputy secretary general at the Turkish Cypriot Chamber of Commerce (KTTO). In this position, he is responsible for the chamber's international relations, its relations with the European Union, and administrative matters together with the economic issues. Short Brief of Personal Qualification
Dr. Bisma Jatmika was born in Bandung 43 years ago and received his Bachelor's degree from the Architectural Department at Bandung Institute of Technology in 2003. He continued his studies and graduated from the Master of Management School from Padjadjaran University, and achieved his doctoral degree in Economy from Indonesia Islamic University in 2024. Most of his career relates to financial services and financial management. He worked for a state-owned bank, the Bank Negara Indonesia, in the corporate financing department for 5 years, which developed his knowledge of corporate financial management. He moved to Indomobil Finance and worked for 3 years to develop the machinery financing division which served financial facilities mostly for the mining and palm oil business. He also had experience of leading the financial department of a shipping company for 5 years before he joined the Ministry of Tourism in one of the bodies called Borobudur Tourism Authority Board (BPOB) in 2018 as Director of Tourism Industry and Institutions, and was reappointed for his second term in 2023 – 2028.
During his service in the BPOB, he learned about the tourism sector and formulated several strategies to improve tourism sector performance using a value-creation approach. This approach enables all units in the system to balance achieving the shared objectives. The tourism business ecosystem is a combination of big business and micro-and-small enterprises, and is motorized by stakeholders like the universities, the media, the government and the community (the so-called pentahelix). Every stakeholder must satisfy their goals in order to gain sustainability in the tourism sector. There is also awareness of the main actors supporting each other, in order to gain a direct effect from the tourism sector, especially the economic, social, and ecological effects. This creates a balance of interest among actors, and the BPOB as a government body is present to facilitate and integrate the stakeholders' actions that will lead to sustainable tourism sector performance.
The pentahelix model that Dr. Bisma was created based on the experience of BPOB, which has already facilitated and integrated big business and small business, which leads to service quality and capacity. In this model, business actors should have improvements in human resource competency and institutional capacity, larger access to the market, an opportunity to get financial support, a better understanding of digital marketing, and an easier permit and licensing process. BPOB mostly concerns micro and small enterprises (MSEs) due to their limitation to resources and information, though they are one of the key actors in the tourism sector.
Until now, Dr. Bisma is also a lecturer at Garut University and is also a guest lecturer at the Bandung Institute of Technology School of Business and Management and Gadjah Mada University Department of Architecture. His research theme in MSEs is among the transition change process, mostly from traditional working procedures to digital utilization using the Technology Acceptance Model.

Dr. Sarah Qureshi has a PhD degree in Aerospace Propulsion Engineering from Cranfield University, UK. She is the co-founder and CEO of Aero Engine Craft Private Limited, Pakistan’s pioneering commercial jet engine R&D Company developing the first generation of ecofriendly, contrail-free aero-engines for the global aviation industry. Her company is the first of its kind in the world developing a contrail mitigation hardware technology to bring about a revolution in air travel. Sarah has also co-invented and patented a supersonic commercial aircraft engine for fast travel and stands among very few women engine inventors in recorded history. In addition, she serves as a Visiting Academic at the school of Aerospace at Cranfield University. Sarah holds a Private Pilot License and has also learned acrobatic flying while at Cranfield.
She is also an expert and ambassador at the Solar Impulse Foundation where she evaluates green solutions for the world. Sarah also volunteers occasionally to impart aviation lessons to school children Sarah is considered to be a trailblazer for women in STEM and an inspiration for women leaders in Aerospace around the globe for her leadership role and dynamic professional contributions to her field. Sarah has been listed among the Top 15 global aerospace professionals to follow on LinkedIn and is ranked among the top 10 most inspiring women of her country. She has received a total of 25 awards both by national and international organizations for her achievements in the aerospace industry. She is also a prominent voice on sustainable aviation in the media and her work has been featured on several international platforms. In addition, Sarah holds master’s degree in the field of Aerospace Dynamics from Cranfield University, UK, and has worked on autopilot for the mid-air refuelling of drones.
